The Authority is also responsible for economic regulation of the activities of persons and institutions providing air transport services and aeronautical airport services. ADOLESCENT SEXUAL AND REPRODUCTIVE HEALTH AND RIGHTS (ASRHR) PROGRAMME OFFICER
Child Safeguarding:
Level 3 - the responsibilities of the post may require the post holder to have regular contact with or access to children or young people

ROLE PURPOSE:  
The Adolescent Sexual and Reproductive Health and Rights (ASRHR) Programme Officer/s will form part of Save the Children in Tanzania and the ASRHR team and directly implement the project in Zanzibar. He/She will be responsible for ensuring effective programme planning, implementation, evaluation and reporting for Save the Children in Tanzania’s programme in ASRHR programme sites (Zanzibar) through coordination with the ASRHR Programme Coordinator as a Line Manager and with other colleagues.
SCOPE OF ROLE:
Save the Children has been operational in Tanzania since 1986 providing support to children through developmental and humanitarian relief programmes delivered in support of Government of Tanzania priorities and policies both directly and through local partners.  Current programming focuses on child protection, child rights governance, education, nutrition, HIV/TB and emergency response. In 2012, as part of a global reorganization process, Save the Children combined programmes of SCUK, SCUS, SC Sweden to create a single operation in Tanzania.  We currently have an operational presence in Lindi, Shinyanga, Zanzibar, Songwe and Kigoma and we work through partners in other parts of the country. We employ nearly 100 staff and have an annual operating budget of approximately $10 million.


The ASRHR programme will have community level, district level and regional level interventions – with the primary goal of improving SRHR outcomes for youth in the ESA region. It will be implemented in Kenya, Malawi, South Africa, Swaziland, Tanzania Mainland and Zanzibar, Uganda, Zambia and Zimbabwe using a common conceptual framework with shared outcomes. The key objectives of the programme comprise promotion of the SRHR of children, adolescents and young people through the provision of comprehensive sexuality education, with a focus on gender sensitive approaches, increased access for children, adolescents and young people to clinical and non-clinical SRHR services including community based services and creation of an enabling legislative and policy environment through advocating legislation that promotes the realisation of the SRHR of children, adolescents and young people in the selected countries and at regional level.


Reports to: ASRHR Programme Coordinator


Dimensions: Maintains strong linkages with the Tanzania team, advocacy staff, the Health and Nutrition, CP, CRG and MEAL Technical Specialists (TS) through the line manager.

-          Ensure that children’s participation in our programmes comply with our participation practice standards.


Complaints handling
-          Consult with children and communities on complaints handling.
-          Design and implement appropriate feedback mechanisms that are contextual, effective, accessible and safe for children and their carers, and ensure that feedback is recorded, reviewed and acted upon.
-          Ensure that feedback is integrated into regular programme planning, implementation, M&E and reporting.
-          Support our partners in setting up accountability mechanisms.
-          Act in a respectful and culturally sensitive manner towards the community.


Monitoring and Evaluation
-          Be responsible jointly with the MEAL team and local partners for gathering the learning from the ASRHR project, including ensuring the documentation and dissemination of good practices across the project in form of statistics, written feedback, pre/post-tests, pictures and/or success stories.
-          Support partner organizations and the MEAL officer to gather and analyse data for project monitoring and evaluation as stipulated in the project M&E plan.


Child Safeguarding Policy Responsibilities
-          Ensure that all partners in programme site/s fully understand the provisions of the Child Safeguarding Policy and its 3 complementary policies (Child Participation, Local Procedures, and Reporting Abuse).
-          Ensure that partners in programme sites/s conduct their business in accordance with the rules of the Child Safeguarding Policy, in their personal and professional lives – which includes reporting suspicions of child abuse to the Child Safeguarding Focal person.
-          Ensure that the way SC and partners/consultants/volunteers etc. carry out our work is not putting children at risk (or further risk) – this means constantly scrutinizing their work through a child safeguarding lens and talking to children about possible design/implementation “flaws.”
-          Promote the message of child safeguarding to colleagues in other organizations and government ministries, children in their own and beneficiary families, and community members in general.
-          Be vigilant about observing possible child abuse/harm in their personal and professional lives. 
-          Ensure that all beneficiaries of our programme are receiving ongoing, age-appropriate verbal or written information in relevant languages about Save the Children’s Child Safeguarding Policy and Code of Conduct.


Capacity Building
-          Coordinate and conduct trainings with partners, others stakeholders and children on various ASRHR, child protection related matters such as child safeguarding, to develop capacities to deliver the programme in the most effective way. If training needs are not part of ASRHR PO’s expertise the needs arising will be passed on to the ASRHR Programme Coordinator as a line manager for follow up.


Technical Support
-          Provide technical support to our partner organizations in developing budgets and action plans to effectively implement proposed project activities in a timely manner.
-          Support and ensure effective programme implementation and compile activity reports completed not later than 1 week after event/activity has taken place.
-          Facilitate regular joint field visits as part of backstopping to partners to assist in implementing agreed work plans.
-          Facilitate the development of a monthly work plan with our partners together with a phased budget to ensure proper monitoring and follow up.


Emergency Preparedness
-          Support Save the Children Tanzania to implement child protection standards in emergency situation if required in programme site/s.
-          Prepare reports on child protection in emergencies as required.
-          Undertake any needed revisions to the Tanzania Emergency Preparedness Plan (EPP) together with the office and the rest of the country management team.


Other Responsibilities
-          Ensure that the programme approaches, objectives and goals are well understood and implemented accordingly by partners and that project information is accurately and promptly communicated to partners and other relevant parties.
-          Strengthen communication and collaboration with Local Government Agencies (LGA) at all levels to ensure ownership and sustainability of the programme.
-          Advocate for a comprehensive and sustainable ASRHR system at all levels to communities and LGAs.
-          Prepare a quarterly work plan taking into consideration the work plan of partners is being developed and shared with ASRHR Programme Coordinator. 
-          Ensure synergies and shared learning from project between district, regional and national level and cross sectorial (health/communication/CRG/education) within Save the Children Tanzania is taking place.

QUALIFICATIONS AND EXPERIENCE
Degree in public health, social sciences, international development or business administration. 3 years of relevant area work experience or equivalent. Expertise in the thematic area of Adolescent Sexual and Reproductive Health and Rights, Child Protection and/or Child Rights Governance will be considered a strong asset as well as practical knowledge of child participation methodologies. Experience in building relationships, fostering interagency coordination and experience of representing an organisation to external parties. Strong demonstrable skills and experience in programme management, monitoring, evaluation, learning and accountability.    Problem-solving and decision-making skills Report writing skills in English an asset.

Role Purpose:
The Deputy Chief of Party / TB /HIV Specialist is a senior management position based in Tanzania, working closely with the Chief of Party in the areas of technical support, assistance and oversight of the HIV/AIDS and TB grant from the Global Fund. This grant, which aims at scaling up HIV and TB interventions in Tanzanian Mainland, has an overall budget of roughly $13million over two years. S/he serves as the technical lead for the program.

Qualifications and Experience
Essential
Minimum of 10 years of appropriate technical experience in a TB/HIV Programs in an international context, with at least 5 years' experience at the senior management level Previous Experience working as a senior manager in a Global Fund Program is a distinct advantage Demonstrated experience working on complex, multi-partner projects in an international setting Demonstrated experience in providing technical support to health sector programs in international settings Understanding of the National TB and HIV Control Programs is an added advantage Ability to think creatively to solve problems and find effective and efficient ways to accomplish goals Ability to make decisions, work under pressure on a number of competing tasks and meet deadlines Ability to work successfully in a complex political environment and on sensitive issues A Medical Degree or equivalent health care qualifications plus a Master's degree in public health or related field Excellent English communication skills, both written and verbal with experience in cross-cultural settings Excellent personal organisational skills, including time management, and ability to meet deadlines and work under pressure Experience interfacing with senior government health staff in an international setting, as well as UN agencies and international/local organizations Willingness to extensive travel to implementation sites for technical monitoring and supervision visits Excellent people management skills/experience and proven ability to create an environment which encourages team-working At least five years of technical management of health or HIV programs experience at Senior Management Levels Ability to travel locally. Ability to work collaboratively with colleagues across the organisation developing effective working relationships to deliver outstanding results for children Commitment to and understanding of Save the Children's aims, values and principles. Program Management Consultant (TB/HIV) is based in Dar es Salaam, Tanzania and will be working closely with the Chief of Party in the areas of technical support, assistance and oversight of the HIV/AIDS and TB grant from the Global Fund. This grant, which aims at scaling up HIV and TB interventions in Tanzanian Mainland, has an overall budget of roughly $13million over two years. S/he serves as the technical lead for the program implementation in 14 regions through four implementing partners.
