Job Purpose:

To coordinate and provide technical input the development and implementation of training strategies, work plans and capacity building programmes to enhance operational efficiency of customs administrations to realize the goals of the EAC Customs Union.

Duties and Responsibilities:

  1. Develop and review regional Customs training and capacity building strategies, policies, procedures and standards;
  2. Develop and implement annual training work plans in customs and related taxation areas;
  3. Coordinate the implementation of EAC Customs training curriculum, its accreditation of the EAC Customs Curriculum and that of Trainers;
  4. Develop a strategy for establishment of the EAC Customs Training Academy; 
  5. Conduct regional training needs analysis and coordinate trainer capacity building programme;
  6. Develop and maintain an EAC Customs Experts database; 
  7. Develop mechanism for monitoring and evaluation on the implementation of the EAC customs training programmes and strategy; 
  8. Develop and build practical working linkages on capacity building with WCO, international organisations, Regional Economic Communities and relevant academic bodies;
  9. Identify and organize delivery of relevant international programmes locally;
  10. Coordinate and support Customs technical working groups;
  11. Any other official duties as may be assigned from time to time.

Qualifications and Experience:

A Master Degree in Human Resource Management, MBA, Social science area or equivalent degree from a recognised University/Institution with exposure in Customs training.
At least 10 years’ experience in customs-related capacity development environment with 5 years at senior level.

Skills and Competencies:

Demonstrable knowledge and experience in Customs training and capacity building programmes. Proficiency in computer, management, planning, networking, research and monitoring and evaluation skills. Sound knowledge of change management and networking in a complex development context.

Education Qualifications and Relevant Working Experience:

Education:

Job Purpose:

To coordinate and provide technical input in the development and implementation of harmonized customs ICT systems, strategies and work plans to support and enhance customs procedures and processes in the EAC Customs Union.

Duties and Responsibilities:

  1. Provide technical support in the development and implementation of the customs information system in the EAC to enhance exchange of customs and trade information within the Single Customs Territory;
  2. Coordinate the implementation of Customs information technology regulations;
  3. Initiate and coordinate the automation of customs processes to facilitate trade;
  4. Coordinate and monitor implementation of the framework and strategy for electronic single window (e-SW) in the Partner States in line with the Single Customs Territory IT framework;
  5. Support the uploading of information on the EAC Customs Union Customs and trade portal;
  6. Support Partner States in implementation of the WCO Data model and other standards;
  7. Support the automation and implementation of the customs union monitoring and evaluation instruments;
  8. Coordinate studies and research on Customs IT in the EAC;
  9. Develop training and sensitization programmes for Customs and stakeholders on customs IT systems;
  10. Coordinate and support Customs technical working groups;
  11. Any other official duties as may be assigned from time to time.

Qualifications and Experience:

A masters’ degree in Information Technology, Business Informatics or equivalent degree from a recognised University/Institution plus relevant certification in Information Technology.
At least 10 years of experience five (5) of which should be at senior level in a Customs, Trade or related IT environment.

Skills and Competencies:

Demonstrable knowledge and experience in customs IT systems and procedures. Possession of analytical skills, report-writing skills, team building, networking and supervisory skills.

Job Purpose:

Coordinate and promote the implementation of trade in services integration and programmes in the EAC Region.

Duties and Responsibilities:

  1. Coordinate negotiations on and implementation of Trade in Services programmes of the EAC ;
  2. Plan and budget for activities related to Trade in Services;
  3. Develop analytical and technical briefs as well as discussion papers on Trade in Services;

Qualifications and Experience:

Masters Degree in either Economics, Business Administration, International Trade Law or equivalent degree from a recognised University/Institution.
10 years relevant experience particularly in trade in services with 5years at senior level.

Skills and Competencies:

Experience of providing advice to senior management and in dealing with Governments at a senior level. Ability to analyze and evaluate information from a wide variety of sources and present it in a usable format to a variety of audiences. Experience in drafting policy and discussion papers. Excellent oral, written and presentation skills.
Computer literate with strong IT skills and be competent in the use of Microsoft Outlook and Office products such as Word, Excel, Power Point.
Ability to work harmoniously in a multi-disciplinary and multicultural environment.

Job Purpose:

Assist in the Promotion of Intra-EAC Trade through elimination on non-Tariff Barriers, promotion of Micro, Small and Medium Enterprises as well as provision of key trade-related information.

Duties and Responsibilities:

  1. Monitor and coordinate the elimination of trade barriers within the EAC Partner    States through the operationalization of EAC mechanism on identifying, Monitoring      and elimination of Non-Tariff Barriers and other mechanisms.
  2. Identify laws and regulations in Partner States which hinder Intra-EAC trade and   propose how to address them.
  3. Implement Online Mechanisms on reporting and Monitoring of Non-Tariff Barriers.
  4. Coordinate the formulation of EAC Internal trade policies and oversee their implementation.
  5.  Study and advise on required institutional and legal framework on promotion of trade in EAC Partner States.
  6. Coordinate preparation and hosting of Annual Micro, Small and medium Enterprises Trade exhibitions.
  7. Propose and design programs to promote Micro, Small and Medium Enterprises in the region.
  8. Implement the EAC simplified trade regime.
  9. Coordinate and provide technical guidance on meetings on trade matters.
  10. Prepare annual budgets and performance reports for the unit.
  11. Implement Council decisions and prepare progress reports on Trade matters.
  12. Ensure the production of the EAC Annual Trade Report.
  13. Ensure provision of other trade-related information under the EAC Trade Portal/Information Centre.

Job Vacancies-Tanzania

Introduction
Health Promotion Tanzania (HDT) is a local not for profit non-governmental organization (NGO) established in 2004. Since its registration, HDT addressed many development issues including poverty reduction, HIV/AIDS and income generating activities through its three program areas namely capacity building, service delivery and policy advocacy. Currently, HDT embarks into improved maternal and child health through community systems strengthening, policy analysis and advocacy, social accountability monitoring and institutional strengthening.

HDT is implementing a project on civilian, community HIV prevention and Home Based Care (HBC) services in Mbinga and Nyasa Districts. The project will work with local government authorities and communities to undertake prevention, home based care (HBC) and HIV testing and counseling (HTC) services in their defined localities. All interventions will be undertaken within the catchment areas of high volume sites targeting priority and key populations (in hot spots) while also addressing gender based violence and violence against children (GBV/VAC). For this reason, HDT is soliciting potential individuals to work in the project at the position of Field Officer and Counselor. Description of requirements for each post is described below.

1. Field Officer (1 post)

Location: Nyasa District
Job Purpose: To coordinate Home Based Care activities in the district and ensure effective referral and documentation of all services provided to clients.

Duties and Responsibilities:
Sensitize the community on importance of continuity of drug adherence,
Identification of LTFU and return them back to CTC Services,
Conduct outreach services in Nyasa program catchment area,
Plan delivery of all Home Based Care services in accordance with WRP focus and target in Nyasa district, 
Oversee weekly and monthly planning of Community Home Based Care Providers to ensure that the project targets are achieved,
Coordinate and work with District HBC coordinator to ensure that HBC activities are linked and networked with district plan for complementarily,
Collect and receive HBC volunteers’ data, compile on monthly basis and ensure proper documentation and retrieval of data,
Oversee collection and maintenance of HBC records of the clients for statistical purposes according to the confidentiality/privacy policy of the donor and organization,
Hold internal meeting with HBC Volunteers to review program performance
Participate in monthly program management meetings and Quarterly Quality Improvement sessions,
Compile timely monthly HBC reports for management and for donor on time,
Liaise and work with HBC Officer to ensure that HBC activities are conducted in all 13 Wards of Nyasa.

Knowledge and Experience: 
Diploma or advanced diploma, Bachelor degree in social science, Social work, Public health or administration; Experience in implementing clinical HIV and AIDS work for at least one year, especially PEPFAR funded projects; Effective oral and written communication skills; Ability to work flexible hours; Good working knowledge of the program management related to development; Experience working on participatory community appraisal approaches; Knowledge of programme design, implementation, monitoring, and evaluation; Quality and management skills in personnel.

2. HIV Testing and Counseling Counselor (1 post)
Location: Mbinga District
Job Purpose: To undertake HIV testing and counseling especially to priority and key population and refer them to appropriate service centers. The Counselors will be responsible to undertake targeted HIV testing campaign, targeted door to door HIV testing and making effective referrals of those found positive to appropriate services and keeping documentation in line with WRP requirement.

Duties and Responsibilities:
Delivery of all HIV testing and counseling activities in accordance with WRP focus and target in the district and refer them for appropriate services including escorting them,
Develop and implement weekly and monthly plans for HIV testing and counseling to ensure that the project targets are achieved,
Liaise and work with District HTC coordinator to ensure that HTC activities are conducted in all hotspot areas,
Implement HTC at hotspot areas, targeted door to door activities and operate within the PEPFAR protocol and MoH agreed algorithm,
Record and maintain stock levels of medical supplies and reagents and ordering as required.
Knowledge and Experience: 
At least Form Four with profession as clinical assistant, nursing assistant or related clinical courses, HIV counselling course is an advantage, Knowledge and understanding of HIV national algorithm, Ability to work flexible hours, Non-judgemental.
